ACCESSIBLE MEETING POLICY

The Transbay Joint Powers Authority meeting will be held in Room 416, at 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are:  Muni Metro Lines J‑Church, K‑Ingleside, L‑Taraval, M‑Oceanview, N‑Judah, and T-Third at Van Ness and Civic Center Stations; F-Market; 19-Polk, 47‑Van Ness; 49-Mission-Van Ness; 5-Fulton; 6 Parnassus; 21-Hayes; 9‑San Bruno; and 71‑Haight Noriega.  For more information about MUNI services call 311. 

The meeting room is wheelchair accessible.  Accessible curbside parking spaces have been designated on the Van Ness Avenue and McAllister Street perimeters of City Hall for mobility-impaired persons.  There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

THE FOLLOWING MATTERS BEFORE THE TRANSBAY JOINT POWERS AUTHORITY ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR OR THE CHAIR. 

CONSENT CALENDAR 

7.  All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Transbay Joint Powers Authority, and will be acted upon by a single vote.  There will be no separate discussion of these items unless a member of the Board or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item. 

(7.1)     Approving the Minutes of the May 12, 2011 meeting

(7.2)     Authorizing the Executive Director to execute the Amendment to the Agreement with the Planning Department to complete the Transit Center District Plan (TCDP) Environmental Impact Report (EIR) on a prescribed schedule that will result in a Planning Commission hearing to consider approval of the TCDP and certification of the EIR in or before January 2012 and increase the compensation by $30,585 for its services in developing the TCDP. 

REGULAR CALENDAR

8.  Approving the Fiscal Year 2011-12 Capital Budget in an Amount Not To Exceed $220,296,000 and FY 2011-12 Operating Budget in an Amount Not To Exceed $4,239,000. 

9.  Authorizing the Executive Director to execute a renewed agreement for Engineering Design Professional Services for the Caltrain Downtown Extension project with Parsons for a third three year term (2011-2014) and a maximum compensation of $4,200,000. 

10. Approving an Amendment to Contract No. 08-04-CMGC-000, authorizing Webcor/Obayashi Joint Venture to award a Trade Subcontract to M Squared Construction Inc. as the responsible bidder submitting the lowest responsive bid in the amount of $5,370,000 for TG04.2R: Auxiliary Water Supply System demolition and construction, and thereby increasing authorized Direct Costs under Contract No. 08-04-CMGC-000 by $5,370,000 and increasing the authorized Construction Services Fixed Fee by $440,340. 

11. Approving an Amendment to Contract No. 08-04-CMGC-000, authorizing Webcor/Obayashi Joint Venture to execute a Subcontract Agreement for On-Call Site Maintenance Services with the firm of Clipper International Equipment Co. for seven years and a maximum compensation of $5,500,000, increasing authorized Direct Costs under Contract No. 08-04-CMGC-000 by $5,500,000 and the authorized Construction Services Fixed Fee by $451,000.  

12. Approving an Amendment to Contract No. 08-04-CMGC-000, authorizing Webcor/Obayashi Joint Venture to execute a Subcontract Agreement for Traffic Control Services with the firm of SANDIS for seven years and a maximum compensation of $2,000,000, increasing authorized Direct Costs under Contract No. 08-04-CMGC-000 by $2,000,000 and the authorized Construction Services Fixed Fee by $164,000. 

13. Approving the recommended applicants to the Transbay Joint Powers Authority Citizens Advisory Committee.
