The TJPA received four Statements of Qualifications (SOQs) for the 40-CT (Civil and Tunnel) Request for Qualifications (RFQ) 23-04 and has shortlisted three teams (listed below in alphabetical order by lead contractor).
These shortlisted Respondents will advance to the next step in the procurement process, which includes both reviewing the TJPA’s draft Contract and, later, submitting Proposals after a Request for Proposals is issued, pending Board approval.

The Portal, also known as the Downtown Rail Extension (DTX) project, will extend Caltrain service from Fourth and King Street to the multimodal Salesforce Transit Center, in the heart of downtown San Francisco and deliver the California High-Speed Rail Authority’s future high-speed rail service to the Bay Area. It is a transformational, once-in-a-generation investment that will ultimately connect 11 transit systems.
