The TJPA received four Statements of Qualifications (SOQs) for the 40-CT (Civil and Tunnel) Request for Qualifications (RFQ) 23-04 and has shortlisted three teams (listed below in alphabetical order by lead contractor).

These shortlisted Respondents will advance to the next step in the procurement process, which includes both reviewing the TJPA’s draft Contract and, later, submitting Proposals after a Request for Proposals is issued, pending Board approval.

As described in the RFQ, the TJPA has commenced the process of reviewing SOQs to qualify and shortlist no more than three of the most qualified Respondents who have demonstrated the qualifications to undertake and deliver the Project. We expect to complete this work in March. The shortlisted Respondents will advance to the next step in the procurement process, which includes both reviewing the TJPA’s draft Contract and, later, submitting Proposals after a Request for Proposals is issued, pending Board approval.

The Transbay Joint Powers Authority (TJPA) is issuing a Request for Qualifications (RFQ) for civil and tunnel design and construction services for The Portal. The TJPA is seeking firms with qualifications and expertise in tunnel design and construction and associated heavy civil work in a dense urban setting. The TJPA intends to procure the services through a highly collaborative progressive design-build (PDB) form of contract to advance detailed design and preconstruction and complete design, construction, and testing and commissioning activities. 

The Portal, also known as the Downtown Rail Extension (DTX) project, will extend Caltrain service from Fourth and King Street to the multimodal Salesforce Transit Center, in the heart of downtown San Francisco and deliver the California High-Speed Rail Authority’s future high-speed rail service to the Bay Area.  It is a transformational, once-in-a-generation investment that will ultimately connect 11 transit systems.
